Executive Summary

This summary is maintained by Kevin Bass, Ph.D. For the author's background and credentials, see the Press Kit.

Purpose & Approach

This hub exists because I was harmed and am seeking resolution through lawful, evidence-based channels. My goals are: (1) correcting the record where it contradicts primary evidence, (2) ensuring due process is followed, and (3) contributing to institutional accountability so this is less likely to happen to others. This site focuses on one case in depth so that courts, journalists, researchers, and others concerned with medical education can decide for themselves what, if anything, should change. I welcome scrutiny and correction—see the Corrections page to report errors.

"The integrity of the record is the foundation of due process."

The Core Issue

This case concerns the dismissal of Kevin Bass—a Ph.D. biomedical scientist and former MD/PhD student—from Texas Tech University Health Sciences Center (TTUHSC) and the subsequent discovery of irregularities in the official administrative record.

Evidence collected suggests that the institutional record does not accurately reflect the events that transpired, raising serious questions about due process, administrative accountability, and compliance with public records laws.

Three Concrete Discrepancies

  • Hearing Discrepancies

The record states: The committee relied on specific statements and events to justify dismissal.

Available evidence: Contemporaneous notes and subsequent preservation requests suggest these events were characterized inaccurately or omitted context critical to the defense.

    Disputed

    DOC-20251007-004 · Transcript Requests

  • Missing Records

The record states: Standard administrative records should be available upon request.

Available evidence: Despite preservation notices served October 6, 2025, key records appear missing, incomplete, or withheld. TPIA responses delayed, necessitating AG escalation.

    Awaiting production

    DOC-20251006-001 · AG Referral

  • Procedural Irregularities

The record states: Standard operating procedures regarding student rights were followed.

Available evidence: The timeline reveals deviations from standard procedures. The student was denied access to the full hearing record required for a meaningful appeal.

Key Findings

1. The Hearing Discrepancies

Sworn testimony and available evidence contradict the official account of the dismissal hearing. - The Allegation: The committee relied on specific statements and events to justify dismissal. - The Evidence: Contemporaneous notes and subsequent preservation requests suggest these events were characterized inaccurately or omitted context critical to the defense. - Key Document: Right to Respond — Hearing Recording Integrity (DOC-20251007-004)

2. Missing or Withheld Records

Despite immediate preservation notices, key administrative records appear to be missing, incomplete, or withheld. - Preservation Notice: On October 6, 2025, a comprehensive legal notice was served to preserve all relevant data. - The Outcome: Responses to TPIA (Texas Public Information Act) requests have been delayed or incomplete, necessitating escalation to the Texas Attorney General. - Key Document: Immediate Preservation Notice (DOC-20251006-001)

3. Procedural Irregularities

The timeline reveals a pattern of deviation from standard operating procedures regarding student rights and disciplinary processes.

Why This Matters

This case concerns the integrity of the administrative record. When an institution's official record contradicts primary evidence, and when transparency regarding proceedings is resisted, it undermines the reliability of the dismissal process and the institution's public accountability.

What TTUHSC Has Said

TTUHSC has not publicly released a detailed narrative of its decision-making. The institution's position, as reflected in available correspondence, is that standard procedures were followed. This hub invites TTUHSC to correct any factual errors via the Corrections page.
