The Records Campaign¶
Most of what this site documents exists because of records requests. This page summarizes the public-records effort directed at TTUHSC and the Texas Tech University System — what was asked for, what the institution produced, and where the disputes stand.
By the numbers¶
Per the maintainer's request log, as of July 30, 2026:

How it unfolded¶
October 2025 — the first wave. Beginning October 2, 2025, Kevin submitted a series of TPIA and FERPA requests to TTUHSC covering the proceedings that led to his dismissal, his education records, professionalism-course content, and targeted communications (request index).
January 2026 — the FERPA inspection. TTUHSC made education records available for in-person inspection. Kevin reviewed approximately 1,500 pages across multiple sessions. What he found is cited throughout the Third Amended Complaint and indexed in the FERPA Evidence Index — including the Erwin coaching notes, the Williams investigation report, and the speech-surveillance emails in The Paper Trail.
The Attorney General referrals. Where TTUHSC/TTUS sought to withhold records, requests were referred to the Texas Attorney General's Open Records Division for rulings, and Kevin submitted requestor letters and briefs in response (Thread 10 · Thread 19).
The cost dispute. TTUS issued cost estimates for production that Kevin disputed in writing, including a complaint under Tex. Gov't Code § 552.269 (overcharges) (Thread 35).
December 19, 2025 — federal FERPA complaint. After disputes over access to education records, Kevin filed a FERPA complaint with the U.S. Department of Education (Thread 38).
What the records changed¶
The records produced through this campaign are the backbone of the case record on this site:
- The speech-surveillance emails (2020–2023) in The Paper Trail
- The coaching notes in The Erwin File
- The investigation report stating "the threat level was not as severe as first perceived" (FERPA Doc 0835)
- The outside-counsel contract records cited in the federal objections (The Federal Case)
Unknowns / what this page does not establish¶
- Pending requests may produce further records; counts above are as of the date shown and change as responses arrive.
- Several Attorney General rulings remain pending; this page will be updated as rulings issue.
- This page describes requests to TTUHSC and the Texas Tech University System only.
